If your goal is CPL/ATPL with at least IFR commercial activity, go for an FAA IR SE straight after PPL and then build IFR hours as much as you can...There are pretty cheap and decent IFR-equipped...

EASA doesn't say so. Even more, when I did my CPL and IR skill test in Iceland it stated clearly by their CAA that the skill test is logged always dual, regardless if successfull or not.

You need the valid MEP-IR on your TR course starting date. Example: your TR ground course starts on 29th of November and your MEP-IR is still valid. So no worries, unless you want to fly MEPs later...

Always dealt with them through e-mails for my revalidations. Very efficient and quick-respond.

I double what Banana Joe said. You are very young, try first for a ppl or gliding scholarship and stick to a club. Get a job or/and a degree, work hard, save enough, go modular. Did about the same...
