Right sequence for FI(A) revalidation

Is there any right order to follow for FI revalidation?
As example: 1. Assessment of competence.
2. Finish the remaining instruction hours to fulfil the requirements before rating expiration or refresher seminar.

No, only to fulfill the simple re-validation requirements: two of the three.

In accordance with FCL.1030:
(a) When conducting skill tests, proficiency checks and assessments of competence, examiners shall:

(2) verify that the applicant complies with all the qualification, training and experience requirements in this Part for the issue, revalidation or renewal of the licence, rating or certificate for which the skill test, proficiency check or assessment of competence is taken;
This implies that if you are including an AoC as one of the revalidation items, all requirements for revalidation are completed prior to completing the AoC. The UK CAA acknowledged that this was not practical in the case of an FI and allowed the items in any order however; other States may have different ideas.

The sequence you have mentioned is most common.
FCL.940.FI(a)(1)(iii) allows you to do your AoC within last 12 months of the validity. FCL.940.FI does not specify the order of steps to be done.
However if you are taking your AoC before refresher seminar, we as a FIE(A) are not allowed to sign-off your certification of revalidation.
In such cases you need to bring licensing form and Refresher seminar course completion certificate to the CAA and apply for a new license to be issued.
Alternatively, you can come back to FIE, he. verifies your experience and he can sign-off the revalidation.

During revalidation of your FI, keep in mind FCL.935(c). In other words - if you are instructor on various classes, CAAs are requiring the revalidation on all classes you are allowed to instruct in.

The signing of the licence seems to vary between States. In the UK the FIE could sign it when all items were complete, but we are no longer EASA!
