I suspect the companies requiring a ME-NVFR are operating VFR, therefore not having to keep their aircraft to IFR...

ATPL exam fee's have gone up considerably too. It wasn't long ago that it cost $100 for 7 exam sittings.

Now it still costs $100 for the 7 exams (CASA fee) but if you re-sit any it is another $100...
