Is Ukraine about to have a war?
"We are not Ukraine" means what exactly?
One of the Russians that is on YouTube fled to Kazakhstan a couple of months ago, as he didn't need a visa to get there and had worked there, so knew the country. Not the most riveting of YouTubers from Russia, but he has highlighted the growing support for Ukraine within Kazakhstan, including what seemed to be fairly large anti-Russia, pro-Ukraine demonstrations. From the little I've watched of his content, there looks to have been a shift towards a more anti-Russian stance there. What I'm not sure about is the impact that may have on Russia, as Kazakhstan has the largest reserves of oil, gas and other valuable minerals in that region, so has the wealth to put up a significant defence, and, perhaps more importantly, to seem attractive if it seeks alliances with the West.

Because from a viewpoint with hindsight it suggests that we do not understand the horror of war, no experience of such situations, and where every situation differs, evolves, and how people react.
Not a conscious or rational choice; humans are not rational however much we believe otherwise, particularly after the fact.
Take a different view; is there anything else that could be done in these situations; magnitude of situation, lack facilities, ongoing activity - shock.
A picture is a snapshot, not the story or an appropriate interpretation.
Our reactions - in such situation or our interpretation from video, represent the limits of mind, inability to relate to situations beyond comprehension, which regrettably in the modern world we substitute simulation with video games.

(2/3) This is a significant increase compared to prior years and will represent over 30 per cent of Russia’s entire budget.
(3/3) The budget approved by Putin is likely over-optimistic in its expectation of revenue and spending in 2023. Therefore, other parts of Russia’s budget are likely to come under increasing pressure to support the costs of the war.

Weren't regional governments told already that they cannot expect central government funding anymore and that they should provide their own budget? This feels like a new time bomb ticking.

The guy filming was for sure a comrade. The question why he filmed instead of helping is legitimate as is the answer that people under shock do strange stuff.
