Not an issue as LRT has excluded any pollution emitted from aircraft as part of its Green Controlled Growth strategy allowing it to potentially nearly double.

If growth is not at Luton it will be somewhere else which achieves nothing, might as well embrace a controlled framework.

No such thing as green growth in Luton’s case but they won’t admit it but at least we will get some unseasonably warm weather this weekend, as we did last month to visit the pub garden.

The inspectors know it but LRT is trying to convince a bigger audience with its BS.
Anyway, it is out of our hands and will be decided by government. Expect the 19m decision within the next 7 days or even tomorrow after the party conference.
Regarding the DCO and 32m, the inspectors are asking some really awkward question with LRT asking for extra time.

LRT had submitted over 24,000 pages in 229 documents at the start. It must be well over 30,000 pages by now, as the amended documents and additional documents submitted now equal 133. The final DCO bill will be eye watering, as I think it was already £50m. Now what could have the council have done with £50m?

I note in the Rule 17 letter, one of the questions is "
Whether there is any bar to operating at 21.5 million passengers per annum (or a higher capacity) at the point of a consent eg, due to physical infrastructure limitations;"
Perhaps there is hope for approval of 21.5m rather than 19m approval? Slots constantly asked about which are currently governed by ACL.

No, the called-in application for 19m is just that and is completely separate. Even the applicants are different.
The DCO is looking at passenger numbers increasing in 3 phases to 21.5m, 27m and 32m. Maybe the question being asked is looking at the scenario of how many passengers can Luton handle if the inspectors turn down the infrastructure of the 3 phases but allowing for expansion of numbers using an unmodified existing terminal?

There is definitely scope for additional passenger numbers (and slots) provided they are at "off peak" times. The quietest period seems to be between about 9am and 11am, just after the non-based Wizzair wave has departed back to Eastern Europe and before most of the first wave based departures arrive back. Over the summer there were typically only around 12 movements during that 2 hour window.

Book your slots for Euro 2028, suspect Luton & Stansted might have wavers for nightflight restrictions once fans exit games at Spurs & Wembley grounds.
I suspect this will be a very short term peak while Brits return to Britain and Israelis return to Israel... followed by something of a lull in demand. Events of March 2020 just before Covid lockdown might be considered to be a similiar scenario
