I note in the Rule 17 letter, one of the questions is "
Whether there is any bar to operating at 21.5 million passengers per annum (or a higher capacity) at the point of a consent eg, due to physical infrastructure limitations;"
Perhaps there is hope for approval of 21.5m rather than 19m approval? Slots constantly asked about which are currently governed by ACL.
