I assume they have a fixed number of slot pairs for S22. Perhaps today they didn't want to waste one when Inbound pax on the SEN flight so low.

Many Gatwick slots are leased to Wizz. 2029 is the opening of the 'new' northern runway. I suspect that would be well ahead of Luton T2?
Also the new franchise doesn’t start until 2032 but as LLAOL has so much power over a weak and badly run LRT, who have been taken to the cleaners, that there is anticipation that the franchise will not go out to tender and will just be renewed.

Got to agree with you on that one. I think the big mistake was made around 2004 when they were allowed to start the big investments. At that point they should have brought in Beds, Herts and Bucks CCs and private equity to finance but more importantly create a holding company to run the operation on the lines of MAG where direct control was out of the hands of Councillor's - but that would involve less of a return to LBC coffers in good times so was seen as not a voter winner at the time.
Plenty of room for football charters.

I've been wondering about those. I'm not aware of airlifts of huge numbers of "fans" in connection with the Ladies' Tiddlywinks Competition, but there have been a few charters. Quite a few Air Nostrum CRJs over recent weeks. If those are handled by the FBOs, do they "count" as passenger charters insofar as slots are concerned?
No, the Lufty was handled by Harrods......Incidentally, it looks like Harrods oveflow parking has moved to the beginning of taxiway D at its intersection with taxiway A (certainly looked strange with a Global & Gulfstream parked there earlier!)

Nothing to do with the new apron, wrong end. If T2 ever gets built Delta and Foxtrot will be each closed for months but only one at a time leaving one route to Alpha

South East of your picture there is plenty more activity.
Had a good hunt around on LBC Planning portal, I cannot see any lighting plans for the change of use of this area as you would expect.
Loads about drainage and water flow but too much to know what is current and what has already been completed as part of the original Foxtrot & de-icing pads work.
Time will tell over the next weeks though if something does leak out from the contractor side.

All down to permitted development so there are no public plans. Two lighting towers are already in situ but just need to be shifted a few metres.
I expect to see a half width of Delta brought back into landside for apron work with the other half being used as an airside service road to the south stands.
Unlike the Eastern Apron, the whole of this new apron will be connected to Delta rather than having a taxi width entrance. As Luton already has an Eastern Apron what will this new one be called?
When complete bussing passengers to the South Apron will take longer on occasions, as there will be yet another crossing point where aircraft have right of way.
So who is paying for this lot? The claim is that this is still part of the 18m passenger expansion that was funded by the airport operator except it is not, as it has never appeared on any plans.
Smoke and mirrors comes to mind, as LRT agreed to let LLAOL keep £15m of concession fees that were meant to pay for social services. No one has explained why this would be but I suspect the council is paying for this work despite claiming to be broke but don’t want anyone to know.
Finally why does the same construction company always get the work? It doesn’t matter if it is the building of the new forecourt at Parkway, resurfacing the runway, building temporary drop off areas, putting in covered walkways, constructing Taxiway Foxtrot, or a hundred and one other tasks, it always goes to one company year after year. Also I have never seen any of this type of work put out to tender.

I do have experience of council tenders and some follow exact lowest price which wreaks havoc for the actual council employees having to deal with new third parties. But as far as I knew, they had to be put out for tender even if it is a done deal.
I can see the merit in giving the work to a local company though.
