Many Gatwick slots are leased to Wizz. 2029 is the opening of the 'new' northern runway. I suspect that would be well ahead of Luton T2?
Too many hurdles face T2 so there is a real prospect that it never gets built including the DCO, the cost of a new franchise agreement and funding by the franchise holder, who will be expected to also clear LRT debts and pay a per passenger concession fee, as well as build a new airport attached to the existing runway. If it was built it isn’t due to start until the next decade, when the world will be a different place.
Also the new franchise doesn’t start until 2032 but as LLAOL has so much power over a weak and badly run LRT, who have been taken to the cleaners, that there is anticipation that the franchise will not go out to tender and will just be renewed.
