Read the NOTAM again, it is closed now for 3 months until 31st Oct 2022.
South East of your picture there is plenty more activity.
Had a good hunt around on LBC Planning portal, I cannot see any lighting plans for the change of use of this area as you would expect.
Loads about drainage and water flow but too much to know what is current and what has already been completed as part of the original Foxtrot & de-icing pads work.
Time will tell over the next weeks though if something does leak out from the contractor side.
