Flying N-Reg a/c with UK CAA licence?

I have looked through the forum but unable to find an answer to my question.

Can a UK CAA frozen ATPL holder fly an N-Reg Aircraft outside the states? If so what are the requirements? does flying...

I dont have details of the incident. But i was listening to ATC at the time.. the pilot just requested an emergency landing, then informed ATC that he wanted an extra time to dump fuel...
