I wouldn't say the liability is with the dispatcher. It would be down to the airport authority or the company in charge of the apron control.
What would happen if they said it's not possible to park you into the wind?

I would of thought the engineers would bear some of the responsibility, they have access to the Maint Manual. This gives clear instructions about parking, mooring and fitting of u/c ground locks in adverse weather conditions.
Are there any mooring points on the stands at SNN?

It's official the Santa flights were counted, domestic traffic had a big jump in 2013.
Traffic Figures For Shannon Airport
The very end of page.
As for the 42 turning over a lot of factors to consider but at DUB all aircraft were moved to be facing the winds and as posted the same at ORK. It was probably very preventable at SNN but at least nobody was on-board at the time.

Another picture of EI-BYO - Photo of ATR ATR-42-300, EI-BYO, Aer Arann (RE / REA)
Picture confirms prop damage, collapse of left main gear, twisting of nose gear and probable damage to the right main gear as well as wing damage - She'll be out of service for a while!
The previous night.
Precisely!

When was the aircraft parked?

Given that EI-BYO is now approaching 25 years old, is it really financially viable to repair it? Seeing as the damage is quite extensive, including landing gear damage, propeller damage and consequent body damage. Possibly small wing damage?
I'm sorry to say I just don't see it flying again

Traffic Figures For Shannon Airport
Those figures are exactly what we'd have guessed. It's still a little weird to see it confirmed.
To recap, I set the figures out in post 1652 on page 83 of this thread. There were 24 free Santa flights. 189 seats on each would make it a little over 4,500 passengers. If Shannon counted these 4,500 people as both arriving and departing, it would boost their figures by 9,000.
We now see the statistics, and Shannon's 2013 domestic passengers are shown as increasing from 1,393 to 10,389. That's an increase of 8,996. Almost exactly what we'd guessed.
I still find it hard to credit that they'd pay to fly 4,500 people around in a circle, and count it as 9,000 passengers. I expect they'll get away with it, too. It's a fact that people just won't know what to do with, it's so crackers.

Where did they fly to? Ridiculous counting those passengers. It'd be like Cork counting the person from 96FM that flies over the City every morning monitoring the traffic. I reckon that'd give them 600 extra passengers a year and maybe they'd get another few thousand if they counted all those that go for pleasure flights around the harbour with private pilots.

Not sure what you mean by "getting away with it". As far as I know the only people who care about Shannon's pax numbers are posters on this forum, and Shannon certainly hasn't "got away with it" with you guys.

Numbers
It's like new car sales figures include importers registering cars
That are not actually sold or banks talking about their increase
In loan approvals , just stats for grabbing headlines
Reminds me of flybe paying folks to fly EXT DUB so they could make
The new route target to get the airport refund , it's an odd world

As far as I know these pleasure flights are not counted at least I hope they're not. Dublin has had several of these Santa flights over they years. I wonder do they also count the passengers twice. Looking forward to reading Shannon's 1st Annual Report and how they managed to make a profit.

Shannon has exceeded expectations to record a profit
Friday, February 14, 2014
The airport was formally separated from the Dublin Airport Authority (DAA) to go it alone in January of last year and recorded a marginal increase in passenger numbers to 1.4m in its first year after five years of passenger decline.
In Shannon yesterday, Shannon Group chairwoman Rose Hynes confirmed she presented a “report card” to Mr Varadkar on the airport’s first year performance that showed that the airport recording a small profit. <...>

But they're grand, no-one's going to probe their statements.
