I wouldn't say the liability is with the dispatcher. It would be down to the airport authority or the company in charge of the apron control.
My own responsibility which includes cross-checking current + forecast weather information, making sure the stand is clear of FOD to thus ensure the safety of de-boarding/boarding of passengers and airport staff during re-fueling, baggage etc ~ Dispatchers hold roughly 50% of responsibility on the ground. If I knew the wind was from the west forecast above 50kts and approved say nose-in parking (which I most certainly would not!) and the Commander accepted - and as we have both available forecast weather, the resulting incident is liable to both. Any gust forecast winds, I would seek approval to position the aircraft (mainly turboprop's and depending on the a/c requirements) into the wind and I've never been told no you can't do that.
