I rather suspect there was some artistic licence in the reaserch of that information. That might be an average captain's salary, but certainly not reflective of low time fo's, or even most sfo's.

I may be wrong, however I believe TCAS RA's are inhibited below 1000 ft, (it may be 500ft) and the TCAS will revert to TA only below this.

It means simply that the engines did not respond to a demand for increased thrust. The reasons for this will be the focus of the investigation.
