I don't think it's right that you need five hours for a tailwheel sign off. The FARs do specify a couple of things you need to do, such as cross-wind t/o or landing, but not I think a minimum number...

Petitions are a notoriously ineffective means of putting across a case to the government. An online version all the more so: it will be easy to ignore, not least because plainly very little effort...

The problem I had with this was that the times didn't match the Hobbs meter reading, which was invariably lower. So you end up logging fewer hours than you're paying for.
