Depends largely on what Vietnam think of Putin and Russia. I remember many occasions when western leaders "welcomed" rogue leaders to their country. For Putin it's all show to boost his now massively depleted ego.

Financial times is reporting that biden will be making an announcement that they will be suspending all deliveries of patriots and missiles and sending them to ukraine

Korean government is now reconsidering various killing weapons to aid to Ukraine as part of the actions between the Russia and North Korea.
Korean senior official said, "There are many options for weapon support, and there are ways to classify them differently depending on whether they are killed or non-lethal. Wouldn't it be interesting for Russia to know gradually?"…..
"There are a lot of precision weapons, and there are things that Russia hates"…..
Lastly, the Korean government officially recognized for the first time Russian participation in the Korean War.
South Korea has informally helped Ukraine with the supply and demand of massive shells in the past. Everything can be possible to sent except the strategic, long-range, high-power series missiles or such sensitive things.
Ukraine is going to hotbed of North and South Korea's weapon test?
The Russia is falling apart, its military are rampaging unchecked. It is time to teach them a lesson more.
Don't bring more the North folks in your side Putin. We owe them much more than a quick death...

The Viet constitution that was introduced by HCM is a veritable copy & paste of the US Constitution... and they appear to be able to read it slightly better than many in the US Capitol. VN never sat well with the other communist block countries, HCM was after aid from the US against the continued colonial land grab of France at the end of Round II, and that sadly led to the 30,000 days of sadness and a lot of trauma. VN has nothing much to gain from Russia, they are an energy exporting nation, they have issues with China's continuing lunacy in the SCS and arbitrary land grabs that Russia has zero leverage to assist with, Russia is in fact also likely to be conceding turf to China which is around 200 years late (not an Alaskan or Louisiana land sale like event).
VN is a commercially oriented nation of entrepreneurs, and it prefers development towards a western like system rather than the 16th century bog dwelling desires of the Kremlin which looks cck fondly to the age of empires pre sanitation, to which Vlad has at least assisted Russia achieving a similar sanitary standard as they had in the dark ages, a little less in the land grab departments.
Doubt that Vlad has anything that interests VN. The news this week that the MYS PM suggests joining BRIC is of greater curiosity, something must be off in the rendang there, or too much durian in the air. If anyone can explain how that assists MYS in any manner please PM me (my MYS friends are just shaking their heads in confusion on that one).
NK signing a pact with the Tzar will open up responses from the Blue House in Seoul and the National Diet in Tokyo, and apart from increasing the amount of mud churning that will occur in the criminally occupied lands in eastern Ukraine, will hasten the next collapse of NK. NK is not a friend of China, and China has its own manner of dealing with the problem child of its creation on its border, while dealing with a major Japan 80's style bubble burst in progress.
Not dull, but NK is no winner in this and Vlad doesn't delay the inevitable collapse of the RF by more than minutes by gaining rusty timex offerings from Kim's house of ill repute.
Not dull at all.

UNC §51 made it one on that day, the preamble of the charter spells out the intent of the UN membership to be morally obliged to support a nation under aggression from another, the fact that the UNSG apparent cal only pass water sitting down and the members of the UNSC need HRT or al least a re-read of §27(3) such would stop the sillyness of Vlad's 3 day SMO kabuki theatre.
Vlad has clarified the point that the Russian bear was not in good shape, their army is the 2nd best in Belgorod, Crimea, Donbas and Donetsk; they have gone from energy exporting to domestic rationing; their economy has gone from vibrant to parlous; demographics which were happy are now an existential threat to their population. All before morning polonium tea time. The bears air defence system makes great targets for Ukraines planners, their AEWC aircraft get shot down, their navy got beaten by an army, didn't need a navy to add artificial reefs to the Black Sea diving sites.
On the plus side, Vlad has helped the meme community substantially, and the sunflowers will bloom better over time.
When Russia finally collapses, it will be as fast as last time, and that appears to be approaching at a pretty good clip. When the banks shut down the exchange is suspended, the population starts to get pretty vocal. Vlad is playing Russian roulette with an auto, but is too preoccupied with his mounting calamities to do more than threaten his own people.

Since the start of the SMO, Russia has lost over 3000 BMP's. As this number is visually confirmed losses, the actual losses are much higher.

A remarkable story of how the Russians "treated" a Russian soldier after being wounded.
On the first video:
Vladimir Samarzhiev, a serviceman of the Russian Armed Forces from the 272nd Motorized Rifle Regiment, wounded in Ukraine, complained from the hospital that he was not granted leave. He was told he would be soon but was taken back to the war in Ukraine.
He made a second video about it.
It turned out that there were people with disabilities in his squad. Two of the group can move only on crutches. The soldiers say that in case of battle, they will not last long because they cannot shoot or walk normally.
