You're first guess is almost spot on. It misses one word... which you mentioned in your second guess.
Combine both guesses and you're there!
EDIT: Actually, come to think of it, I think your answer is spot on. The drawing is of a Pilatus PC-6 Turbo Porter, but the Turbo only refers to the turboprop. So as far as I am concerned, you're in control.

Time for a hint maybe: the plane was way less successful than its lookalike from another country. It suffered from severe structural and CG problems and was finally deemed unsuitable for its intended role.
Another hint: responsible for this plane was a consortium of otherwise sort of reputable designers; this consortium however kept on churning out plane models that in turn kept on being rejected by the state authorities.
Several of the designers later on produced similar looking but more usable plane models.

It looks like more hints are needed, Tu.114. It's a difficult one, I think. Have seen a larger number of flying boats seen pass by on Google, but haven't seen this one.

Thanks Tu.114, the name change of the city got me in the right direction, because that had to be Russia. Most likely Leningrad (St Petersburg). Through Tupolev, I arrived at Chetverikov's MBR-3. Getting warm, looking at the tail section.

that´s correct - it is a rather obscure plane; I was not able to find any photo of it, only the site You cited. But then there were only prototypes built and probably they were not found that memorable.
