I believe the 5% tolerance comes from the cruise-phase. If your TAS differs more than 5% from that filed in your flightplan, you have to let ATC know.

It's not official, but the counting has been done, and it looks like 11 bases rejected the FR 4 year proposal. 5 bases voted in favour of getting shafted further over the next 4 years.

With my MoBo (Abit with Award-Bios) it's suggested to turn off the computer (unplugging to be sure) and then clearing the CMOS, before rebooting.
