It seems the only way more sectors can be opened at LACC will be to change the operational concept of requiring T and P on every sector.

I would imagine the success rate for validating new ATCOs...

Sectors are routinely closed (not opened) at Swanwick because there are not enough ATSAs.

It must be good practice to monitor the frequency and if it;s quiet, call ATC to see if you are in contact with them.

If not, advice D and D on 121.5 - saves scrambling the fighters.
