Yes it is the oddly named Blackburd- also had a disposable undercarriage (hence the skids) and those weird aerodynamic fairings on all the main struts. And the box fuselage to make it easier to build

Ok small rod at back not a wheel - doesn't look very big

not a photo - so did it ever fly or is it just a design?

Not much of a flight. Wiki says it may have risen 10 ft off the ground. Yes, pre-1940.
