That number is taken from the anna.aero airport passenger stats database, which is generally very accurate in terms of Irish passenger numbers.
They state that there were 92,147 passengers in January 2011, a drop of 37.4% from January 2010 when Ryanair still had a large presence at the airport. January 2012 figures are then given as 76,805, a drop of 16.6% on the January 2011 numbers.
Where was the 2% drop quoted? Maybe one number includes troop movements and the other does not?

Maybe there are far fewer troop flights now that they have withdrawn from Iraq. I'd be surprised if SNN are down 16% in terminal traffic as capacity is much the same as in 2011 apart from the llack of EI flights to CDG.

The 2% is quoted on the IAA website. I thought they may might know. On close reading though it does say terminal traffic, In this case not only are the troops not included but all CBP traffic and tech stops and anything transitting is not included. If this is the case then I suppose the troop transit would be the obvious decline.

SNN Aviation Centre Proposal
The Irish Minister for Transport was due to give a decision on whether to release SNN from the control DAA or not. He has deferred this decision to a later date, and instead has offered the following: "a tax-incentivised international financial services centre-type model for the aviation industry be established at Shannon."

On paper it sounds good and it certainly sounds somewhat innovative. That said how well it will work in reality is another thing. I'm not going to be negative about it and I think we have to be open minded and patient ........ very patient.

Yes agree and remember the Minister will be under the spotlight on this one and especially if he is going to offer any tax incentives...clearly the other airports seeking aviation development and jobs etc would be entitled to the same incentives under EU competition law.
Minister suggesting writing off €100 million of debt perhaps ?
As for aircraft recycling I somehow doubt this is a major industry worth investing in, given the existing players and in breaking up aircraft it lacks something AZ and CA have in the US and thats Sunny weather year round.
As Aircraft leasing in Ireland pays little tax because of constant aircraft purchases it sounds like a wooly political press statement but little jobs.

technical problems
Hi, has anyone more info on the recent issues below, is it the same aircraft?
Plane forced back to airport
Irish Examiner, P4 12/4/2012
A flight to Manchester was forced to return to Shannon Airport with a technical issue yesterday for the second time in less than a week.
The crew of the ATR-72 turbo-prop plane, operated by Aer Arann, levelled off initially to complete check lists before turning around and landing again fifteen minutes after departing.
Last Thursday, passengers travelling on the same service suffered a six hour delay after their aircraft was forced to return to the airport with an engine problem.
