Have you tried balancing it at a higher RPM , we had a scimitar on a Cessna 210 that was fine at 2500 ( crz ) to 2850 ( max t/o ) but below 2450 it was rough , we lost nothing by running at a higher...

he is a mustering pilot probably had a helmut on . Twin engine pilots still take off with one in ground idle and over torque the whole show probably flew a bell 47 once .

34mph headwind component

the placard is listed in the pzl m18 flight manual for the radial engine unit i.e original aircraft but no reason for it unless it was the max headwind they could find when certifing it like max...

whether it is worth it is up to how you drive it , i have seen converted c182's driven around at low power ,( whats the point) and also thinking 135 knots is fast a good standard one will do that

the only thing i can help you with is i was tought to use 10 mile markers on my wac charts as they dont change if your gs picks up or slows down ( after a gs check you use your wis wheel to work...
