Its a nice idea in principle, but it wont work and ATCOs dont have the time to educate every pilot who hasnt read or doesnt understand the NOTAM.

Its the test AI for the future 2017+ recruitments (which if predictions stay true will be 20+ student controllers per year).

My point still still stands though.... French ATC strike so often that everyone simply shrugs their shoulders and carries on. There's no one to blame for that other than French ATC.
