I'm not sure that is strictly true. At least in Canada, ATC provides separation between IFR aircraft regardless of IMC/VMC. The visual watch is for VFR aircraft and there wouldn't be any in class B...

Current technology allows building filters like that without too much difficulty. But when the radars were designed, it would have been quite challenging.
