Percival Pembroke. (with 1 rider attached)
It could be a 'President' or as dave says a 'Prince', but those engines look like as fitted to the 'Pembroke'
Although in those colours, I wouldn't be surprised if it is 1 of the 2 'Survey Prince's' operated by the Thai Armed Forces.

Trent, I reckon you're right with 'Pembroke', a quick google brought up the Wiki list of survivors for the Prince and they're all in museums.

Those Raafy types are a bunch of throttle bashers, looks like he's blown the oil rings on all eight cylinders. Those PC9's would have to have a V8 in them the way they go.
