rather odd - significant displaced threshold at BOTH ends for no apparent reason

Farnborough has displaced thresholds at both ends (in the order of 500 - 600m) purely to restrict the LDA to 1800m as a 'sop' to the local planning authority but that's not Farnborough, I think it's somewhere in Germany associated with a university but can't remember the name.
