Flat, marshy tundra-type land; no sand on beaches. Rather industrial, rather than residential (so fishing-based industry?)

Sounds like one would be better off starting the search from Maine rather than Key West

Mmmm...thoughts...

North of Key West with a "U.S. looking water tower" (not necessarily the US of A) yet "few people" and probably south of Maine (but not definitively so). (Maine and points north on that side is fairly rocky, rather than tundra-like.)

On a coastline? (freshwater or saltwater not specified) but definitely a fishing community (that narrows it down a bit ).

So I think a few questions might be in order:

1. Is the "U.S. looking water tower" actually in the US?

2. Is the visible water fresh or salt?
