I don't know who formed the first RNAF, but it obviously wasn't England, which was Royal Naval Air Service, so another guess is maybe Italians and an island in the Venice Lagoon.

No, not Venice, but probably in flying distance even in those days. Keep your visa and passport handy, different Empire, though .
