Good afternoon WK,
There's quite a few similar aircraft from this manufacturer, and I'd have expected you to choose one of the less successful ones, but going by the horizontal tail surfaces I'd say it was the Gourdou-Leseurre GL 810 H
The drawing I found that matched yours was marked 810 HY but I can't see many differences between the 811/812/813!!
If correct, then please declare Open House as my break's over now!

There is no way those things are mass balances.
I suggest that they are probes of some kind. Could well be two pitot probes and one AoA probe, or the other way round. We now know, from my question, that it had something to do with research, so one could be a temperature probe.

Because I can't locate this aircraft in detail on the internet.
Because the original photo is small and grainy.
Because the text concentrates primarily on the main wing and the fore-plane canard with end-plates that assist in achieving "ultra-low speed" and STOL performance.
And because in the end Walter will answer it as the Skycraft Skyshark and it won't matter any more...
