The Honningstad Finnmark? Nope, sorry mate, but I did think yours was this for a brief period!
Like the Weser this is a German project. Remember searching through the RLM numbers looking for a "high speed utility transport" a while back? Have another go, this time a "utility amphibian."

Yay! You got there! Intended to be powered by two 700 hp Gnome-Rhone engines it was to have a maximum speed of 310 km/h at SL and a range of 800 km with a crew of 2 and 8 passengers.
