Another thought.

The additional tailplane looks like a modification, so did this start as a landplane?

Not sure that the tail has been modded and its not "additional" but you are right in that this is derived from a landplane

It's got the tail of the B1M/2MT, but apart from that nothing fits.

Well, close enough...its the Mitsubishi 2MT4, a one off floatplane conversion of the B1M1. No photo on the net, just the 3-view.

Try sometimes www-dot-translate-dot-ru. I think it produces better translations from Russian to English than Giggle (although I have not really systematically compared). The site is in Russian, but intuitive enough.
