Russian, then?
Well: Three-bay biplane, radial engine, mass-balanced ailerons, Arado-like fin, early 1920s, heavyish (bomber / torpedo bomber).... Would it's usual incarnation have floats?

Good morning Martin - I have a suggestion.
It will not be long before this has been up for two days.
It is a great challenge but so elusive that there is almost now a total lack of interest and response.
It might thus be an idea to reveal it and throw an open house.
See you sometime.

I can stunt him.
Percival Warragull with collapsed undercarriage, Australia.
Edit: That's what the picture says, the text says "RAAF Experimental Section
Warrigal II"
Saw the pic ages ago and only now read the text and looked at the bigger photo. The posture misled me, although I knew that there was some problem with the gear .
Phew!
Open House

Right mate!
Then if these wings were adjustable in angle on the ground, then the pitot head would have to be swivelled.
The wing root area certainly seems to suggest wing movement.
Looking at its' probable age, I can't thing why that would have been done or who would have done it.
There's no way I could think of it as variable geometry.....
Bugger!
