If we look at an A320 from SYD to AAV for the full service (Terminal Navigation, ARFF, Enroute and MET) then the flight costing would be $803.74. If the aircraft arrives outside of Tower hours then the flight costing would be $427.73, and if the aircraft arrives outside of Tower and ARFF hours then the flight costing would be $257.21.

Whether the charging regime is such that it can differentiate between Tower operating and Tower not operating would be anyone's guess.

The way AsA use their console opening tool the accountants will say "you have too many staff on the afternoon shift as you haven't opened these consoles". Staff will say "we haven't opened the consoles because we didn't have the staff!!", and let's not worry about the delays and restrictions to pilots trying to earn a living by doing aerial work, survey work or wanting a Practice ILS. The accountants normally win. Instead of needing 800 it becomes [choose your number].

BNA SFIS flip flopping between ON & OFF, OFF & ON seems to significantly raise the risk profile. I wonder what representations the local MP (Hon Justine Elliot) has made on this issue?

Doesn't even need to be a CTAF'd Class D - there's no separation standard for VFR/VFR in Class D... Until you swap paint, there's no loss of separation.

Not quite true, its more whether you are found to be operating in a manner that could create a collision hazard. So you can be "too close" to another aircraft, but not touching it, if found to be creating a collision risk. However it is true that there is no stipulated separation, however neither is there in IMC, ATC have separation standard but OCTA aircraft can pass each other at any distance greater than what would be considered a collision hazard.

Be more than embarrassing if what happened at Caboolture happens at a CTAFed Class D.
Do they think it can't happen?
It almost happened at Albury between a PA28 and an ATR. Avoidance was triggered by TCAS, and not the control service.

Unsure which "separation occurrence" scares me the most, the arriving Virgin B738 opposite direction to the departing Cessna Caravan (16 Sep 2021) or the arriving Jetstar A320 and the transiting Jabiru (28 Nov 2020).
