Last winter the place pretty much closed due to water logging, so this will allow year round ops for fixed wing.

not every one wants 700 hrs, a UK company can get dispensation down to 400.
Why dont you approach Citation and ATR operators and go in the direction which gives you the warmest feeling....

I've searched here,Google and the CAA website and can't find the answer and its the weekend so can't call the CAA.
It was proposed in Oct 2005 has it been adopted yet?
