Dunno about QF Hachiouji, but AN used to employ a Philipino Captain on the A320. If you have rights to permanent Australian residency, there shouldn't be a problem.

Colour vision: Lantern vs. Ishihara

Most countries use the ICAO recomendation for colour vision stadards. That is the Farnsworth Lantern test (so I am led to believe). What countries use the Ishihara test ONLY as the minimum standard....
