Question about the Universal 1K FMS

Fuel page 2: How do you put the local variation in if it is not a round number? ie. +9.5 UTC? I've just been putting in (for example) 10 or 11 and plusing or minusing 30 min where applicable.

Why is it that the Americans can not stick to proper phraseology?? Everytime they make a radio call it is filled with "we're ahhhhh" and "we're comin on down the ahhhhh ILS on sixteen right" etc??...
