Firecat, there is no rule that passengers have to where their seat belts when the sign is switched off!

Minimum Operating CC

This is dependant on the number of doors/exits on the aircraft.
All doors must have an operator.
Eight doors=minimum CC 8
At least this is how it operates in Australia
