you may not start the newly mounted engine without the paperwork done. you cant get the paperwork done without approved and signed off...

Yes, phenolics and epoxies can be quite smelly. Especially if copious amounts of free amine based hardners are used... It would not be good to use a solvent for anything but tool cleaning as solvents...
