Sikorsky R4B Hoverfly, 1940. There's one in the RAF Museum at Hendon if you want a close-up look here in the UK.

I'd also hazard a guess that the very one in the picture is the same one at the Bradley Air Museum in Windsor Locks, CT in the USA.

Not 100% certain but it looks very like the Las Vegas Strip outfit... just near Paris... got something similar here...
