I doubt that the GE version number has anything to do with the images displayed. Leaving Historical Imagery turned on could display older images accidentally.

Based on what I think is a Diamond Twin Star I thought it might be Bergamo but that has commercial services.

We are indeed in Italy but you are correct - not Bergamo

This place has an old University (now that's helpful in Italy) which was the home of one branch of the sciences in particular

Judging by the layout and the rectilinear road pattern, I’m going to suggest the USA, possibly an old USAAC base and maybe in flyover country.
