The river does - but not Ukraine - we're in NATO here

The spots are just bushes - I checked the pics again some seem to have grown up since the place was abandoned - see pic of it in it's heyday (sic) - I think that was bowser on the south side of the runway......

By near the river I mean within about 30 kms

Even with the Arabic writing on the fire equipment, the gate 1 sign is in English. The set up still looks UK to me, if not Warton as Sycamore has suggested, how about RAE Bedford as was?

I was a contract pilot with BAe and at Warton some signs were in Arabic because of the number of middle east personnel who regularly visited.

edit: I don't think it's Warton though.

The suggestion of BAe hangar is interesting.
BAe Systems is also based in Saudi and Oman.
But has several other contracts in the Middle-East as well.
The hangar looks brand new.
Did you check if it already shows on Google Maps/earth?

Look left of the hangar - green trees.

Jenkins suggested Luqa but zooming on GE there's nothing like that which I can see.

The T2 is 'transportable' and can be moved from site to site; several T2s at Brawdy have disappeared recently.
