I think that without some clues this is going to be next to impossible to find.
The lack of buildings indicates it is possibly not a commercial airport. |
But big enough or enough money around to build a parallel taxiway....... I'd expect more buildings/signs etc around either a full-on military strip or one used by main line airlines.................

High desert. USA possibly. somewhere like Nevada, California Oregon etc? It is not unknown for snow in high desert areas.

The ATC center had ADS/c and CPDLC capability not too long after the South Pacific leaders. I was going to post the following graphics , which, on reflection, may have added confusion. Spent a week there doing site surveys for a proposed WAM install - -24 was a warm day!!! |
