Those rugged snow-capped mountains in the background can't be eastern USA. Also, trees are not conifers.

Could possibly be California. Maybe not too far from Fresno, but where is the agriculture?

Hmmm . . . That sure looks like one of the westcoast's line of old volcanoes in the background (Hood, Shasta, Rainier, Baker . . etc).

The aircraft I believe are Curtis HS-2s.

If not Halifax then possibly a US NAS at Brest France.

Mel, the aircraft are U.S. Navy Curtiss HS-1s. Sorry, not Brest, France but very, very close. The concrete dock is still visible on Google Earth.

handsfree is correct. The aircraft were part of the American Expeditionary Force, and were flown by U.S. Marine Corps pilots, most of whom were former U.S. Navy Reserve pilots eager for action. The photo was taken 91 years ago, on October, 1918.
