Apparently not a hang-glider, but would some more conventional sources maybe describe it so?

No details are available - I assume it was for adding or subtracting weight to get the C of G in the correct position for stable gliding flight.

Could there be some important parts shadowed by the silhouette and/or above the visible wing. By any chance, could this be a joined-wing thing?
