The aircraft is in the experimental category. It can indeed be kit built. As with most amateur built aircraft, variations in cockpit layout are expected. The power controls are different in this same named aircraft:

Just by chance I happen to think [researching the name Chauncey] that the cockpit in question might well be the Chance[Chauncey] Vought E-7...........

It is indeed the Vought VE-7; the military follow-on to the sole Chance Vought VE-7 Bluebird sport/trainer, their first production aircraft and the first to operate from an aircraft carrier.
