I don't really want to fill the LCY thread with a discussion about Town & Country Planning legislation, Section 106 in particular (see here : Town and Country Planning Act 1990 - Wikipedia, the free encyclopedia scrolling down to Section 106 if you want more) but it is a typical example of a good initial concept which has become widely adulterated over the last 20 years. The original aim was that, where there was development (like LCY expansion) then contributions could be required (eg external road improvements) which become necessary.
Unfortunately it has become something which, because the same organisation, the local authority, both gives the Planning Permission and negotiates what will be given to them in return, it has become something which comes very close to strongarming the applicant to do whatever the councillors want done. So you see "contributions to community schemes" which are nothing to do with the development but are the councillor's pet project, and the extent of these has steadily risen over the years. It is very common for them to require contributions which unduly benefit the particular voting group who support the councillor. Some planning applicants have actually discussed with their lawyers whether some of the demands could be actionable in criminal court as Demanding Money with Menaces, pay this or else you don't get Planning Permission. There have indeed been a number of prosecutions in recent years for abuse/misuse of public funds which started with S.106 money, which is then given to a "community group", and then disappears.....
In am not saying this applies in the LCY case at all.
Restrictions on the actual operating hours of the airport etc as described above are not an S.106 situation, but more straightforward Planning conditions, which have always existed.
If you are wondering how someone can be all of a qualified AMTPI Town Planner (but given up long ago), and be a regular at LCY, and be involved with many airport construction projects, and have a weekend PA28, well there are always a few of us oddballs around ..... !

Anyone know the reason for the terminal evacuation at LCY this evening? I arrived at 18:20 to meet a passanger, as I was walking in from the car park, I was met by a large crowd of people exiting the terminal.
We were able to re-enter the building about 25 minutes later. At least 6 arriving flights were delayed, not sure if any had to divert.

Well, the inbound BA MAD flight diverted to STN around that time. This could be the reason. Rest of the flights in the 1800-1900 time frame had about an half hour delay inbound.

Can anyone shed some light on what the RAF 146 was doing on Saturday afternoon? I thought it was just on finals for 09 until I was it was nearly 3pm and it was flying South of the centreline heading East between Canada Square and South Quay.
Was at the right height for short final 09 but wrong track ( just ). Very odd!

Where to live while worrking at LCY?
Hey Guys/Girls, going to be moving down to LCY, am looking into renting a flat, just wondering what are the best areas to be looking at in terms of ease of access on public transport and reasonable cost, have had Canning Town & Charlton suggested to me???? Your guidance would be very much appreciated.

BOAC4ME - of the two places you mentioned, I would say that Charlton is the "least bad" of them. Although Charlton is the other side of the river from LCY, there are public transport options to LCY via Woolwich Arsenal & Greenwich. Also from Charlton you can quite quickly get to Greenwich & Blackheath which are nice places to visit, and Central London is quite a quick train journey.
Apologies to anyone from Canning Town that might be reading this, but a lot of that area is pretty grim. North of the river, there may be nice pockets of the Docklands / East End which are worth looking at, but much of the area to the north of LCY including Canning Town, Plaistow, Beckton, East Ham etc is not that appealing. Stratford has increasingly good public transport links and there is much regeneration, but its not really a "nice" area.

I live pretty close to Charlton and generally its an okay area.
A bus or train to Woolwich, leap on the DLR and you're at LCY.
There are a couple of dodgy estates in Charlton, but if you're renting I doubt they're sort of the places that cater for this sort of accommodation. Most of Charlton is Victorian houses (those that survived the bombs meant for the Arsenal).
You could do worse.

Living near LCY
I would quickly strike Canning Town from your list, it's a dump, Charlton isn't too bad but crossing the river can be a pain if the DLR is off.
There are a few decent newish developments close to with direct links to LCY, which you could consider.
Britannia Village (West Silvertown DLR - 2 stops from LCY), Royal Quay or Galleons Lock (Both a direct 7/10min bus ride - No 474).
Not a bad area, with decent transport links (DLR, Jubilee Line plus A13, A406 & M11 close by), plenty of shopping, good restaurants near Excel, and Canary Wharf/O2 are only 15mins away for a night out.

Just back from a trip to Milan. Hadn't realised that the AirOne service from LCY, which has leased a Transwede RJ70 for some years on the route in AirOne livery, has now changed over to just chartering a CityJet RJ85 instead, in CityJet livery and out of their standard fleet. Presumably the smaller aircraft has gone back to Sweden, while CityJet are getting a bit more utilisation. One of the aircraft had some additional supplementary internal pax placards in Italian, with little AirOne logos, which shows a longer-term arrangement.
Approach to Milan Linate has its own challenges. Milan is plagued with very thin, low level cloud cover (alias fog) at this time of year, and we made that strange type of approach where you go to final approach flap, and gear down, while still up in the blue sky above the cloud top. I've done it into LCY as well in the past in an F50, and it seems most unusual. Milan was foggy all week. Nice city but dreary weather.
Milan Linate is probably no further from the city centre than LCY, and thus a "city" airport in contrast to the larger Malpensa, which is halfway to Switzerland, although Linate has more services than LCY. It also has a real dump of a terminal, makes you realise how well-run LCY is. Catering is pathetic for a mainly-business airport, rude staff and expensive for what it is, likewise the shops, while in one of the toilets every single one of the cubicles was locked out of order.
On the return into LCY, gate 3 arrival, never stopped from aircraft, past immigration, bags already on belt (!), out of the doors within 2 minutes from the aircraft steps. I should have had my stopwatch going to time it properly. Well done all ! Sometimes we don't know how lucky we are with London City.

I did LCY -AMS and back last weekend on BA..out on the new E170 back on an RJ...perfect experience both ways, reminded me of why I like flying.
