Il faut que tu cherches la convention fiscale franco vietnamienne .
En partant de la tout est écrit dedans !
Pour la nationalité seule la notion de domicile fiscale est a retenir ici ....

The mandatory condition will be to hold a JAA licence , and that s it !
No matter of you citizeship !
I think it is possible to convert a FAA one in JAA as the reverse way...

Il faut se référer au BOFIP de l article de la convention considérée ..... Et appliquer ce qu il dit ! Pour l Allemagne c est : taxable dans le pays ou de trouve le siège...
