There are foreigners flying in Brazil - they either knew or learnt the language as required for the operations offshore - these are not international flights therefore not a need for English speaking...

But they have a point. 4 exit jettison handles were used for anual training and 3 failed - corrosion and complication of pulley system. Sliding is no option otherwise rear exits are blocked.
