Certificate conversions

As a general rule is it easier to convert JAA or FAA certificates for flying in this part of the world? Any info from people who have actual experience is greatly appreciated.

Is there anybody out there who has experience converting foreign certificates to the ones required in Hong Kong?
Is it better to start out with JAA certificates or with the ones from the FAA?
