Which Aerodrome Mk III
Yes, it is a de Havilland Heron and either from the Queen's Flight or on loan to them. I can't recognise the person alighting, but I wonder if the location is in Burma or Thailand when Princess Alexandra visited in the 1960s. That might make it Don Muang or Hua Hin. . .

Well the RAF Officer standing by the wing, he's at least a Wing Commander, possibly a Group Captain (I can't recall who or what get ''scrambled egg'' on the peak of their cap) so that might suggest that he is the Station Commander and you don't find them on every street corner which suggests this is an RAF Base.
Also, the RAF uniforms are blue and not tropical khaki and the guys in overalls ain't wearing shorts which suggests this is a cooler location.

But - who is the main person?
Is it the Queen herself?
My guess was: Her Royal Highness the Princess Royal (Mary).
Some time around 1960.
Is it a Heron C3 (XM296) or C4 (XR391)?

It `appears` as though the VVIP wears high heels and stockings, but is still quite tall

Whether it be HM herself or another that gets the Royal Standard flown it appears she is wearing RAF uniform with RAF personnel to meet and greet so she's seemingly on RAF business, to open a new station or medical centre or children's playgroup or whatever, so this should be an RAF base in Europe.
