Guadaloupe Marie-Galante Airport is the only one that I found with similar markings mid-runway, but....

Is that a French military way of doing things or just old?

Edit: Shoot: Missed because Basse Terre is listed as "restricted".....

Yes it is Baillif Airport near Basse Terre. It's a short strip that may be mostly used by folks such as crop dusters. Not military to the best of my knowledge.

Flap40 has declared OPEN HOUSE.

Try this one - (far too) close encounter between Douglas transport and illegally parked van, but where?

I am lead to believe that the airplane was used again but the van went for spares recovery!

Military - not as far as I know but there is a large military field (now disused/demilitarised I think) fairly adjacent; certainly visible from the circuit/local area.

(second edit) Just Googled the military field and according to Wikipedia it is still active.

USA - Yes
